Which semi solid stain color similar to semi transparent (two-100) rustic 116 ?
There is not a similar color. The closest would be Heatwood or Redwood Forest. You can test samples.
Is there a clear coating I can put on my stained porch
No. You cannot apply a clear coat over a deck stain. It would peel.

What do you mean “The Restore-A-Deck Stain Stripper needs to be neutralized”?
With the Restore A Deck Brightener.
Applied 1500 2 years ago on a pergola which is now beginning to fade. It is on the east side of my house so it gets full sun. I am going to strip and brighten but wonder if I should use the Pro Series because of the UV Protection. I live in Ohio.
You need the 1500 Series for Ohio.
